The majority of people on this planet live in countries with living standards far below those of industrialised countries. Any increase in the quality of life is currently accompanied by higher emissions. Developing and emerging countries must be given the opportunity to establish their infrastructure and energy supply in a way that goes hand in hand with the best possible avoidance of additional emissions.
